Mr. Heisler is a Certified Insurance Examiner (CIE) and a charter member of the Insurance Regulatory Examiners Society (IRES).  He has in excess of 36 years of experience in the insurance industry, retiring from the Illinois Department of Insurance on September 1, 2001 as the Deputy Director of the Consumer Market Division.  As the Deputy Director, he was responsible for Producer Licensing and Regulatory Matters, Market Conduct Examination (including P&C, Life, A&H, and HMO's), Policy Form Compliance (P&C, Life, A&H and HMO's), Cost Containment, Consumer Outreach and the Office of Consumer Health Insurance.

Mr. Heisler joined the Illinois Department of Insurance in 1970 as a Field Rate Examiner (predecessor to the Market Conduct Examiner) and progressed in various supervisory positions in the Market Conduct Section including the Assistant Deputy Director.  During his 31 years with the Department Bob has held various supervisory positions in each of the major sections in the Consumer Market Division.

Mr. Heisler holds an Associate of Arts  Degree from Springfield College in Illinois and has pursued studies in Business Administration at Illinois State University and American University in Washington, D.C.  Prior to joining the Illinois Department, Bob worked five years as a claims adjuster with Hawkeye Security Insurance Company, and prior to that he worked six years for the Federal Bureau of Investigation in Washington, D.C.
