Mr. Rogers' focus is primarily on insurance and managed care regulatory
and compliance issues. This includes policy and contract form drafting
and filing, producer licensing issues, market conduct and compliance
issues. Mr. Rogers will also work on issues before the National
Association of Insurance Commissioners, National Conference of Insurance
Legislators, Insurance Regulatory Examiners Society and the Society
of State Filers, as well as any similar organizations.
Mr. Rogers spent 23 years as the Deputy Director of the Consumer
Division of the Illinois Department of Insurance. He established
the first Life, Accident and Health Market Conduct Unit in the nation.
He established the HMO Unit in the Life, Accident & Health Section
of the Department. Mr. Rogers also established the Cost Containment
Section in the Department. He has been instrumental in drafting
and implementing major consumer and market conduct revisions in
Illinois and at the NAIC.
Mr. Rogers has chaired numerous Task Forces and Sub-committees,
both in Illinois and on the national level. He chaired the Utilization
Review Task Force in Illinois which looked at licensing Utilization
Review Firms. He also chaired the Task Force on Viatical Settlements
and was instrumental in the legislation which required licensure
of Viatical Settlement Firms.
Mr. Rogers was a founding member of the CPCU Regulation and Legislative
Section, and the Insurance Regulatory Examiners Society.
More recently, Mr. Rogers has been involved in establishing compliance
programs for insurance companies and HMOs. He also has been involved
in the promulgation of the Illinois HMO Regulation as well as the
Utilization Review Regulation.
