Mr. Kinion joined the firm on March 1, 1999. His practice focuses on the areas of insurance regulation and compliance, insurance law, employee benefits, insurer taxation, and insurance company insolvencies.  As a regular attendee at National Association of Insurance Commissioners meetings, Mr. Kinion has developed relationships with insurance regulators in many states. He makes it a priority to be at the forefront of regulatory issues in the insurance industry.

He has counseled organizations such as fraternal benefit societies, insurers, insurance brokers, third-party administrators, and self-insured workers' compensation pools on a variety of matters to include redomesticating insurers, reinsurance agreements, premium tax matters, assessments, and receiverships.  He has also analyzed proposed mergers and acquisitions.

Steve Kinion was a member of the board of directors for the Illinois Comprehensive Health Insurance Plan from 2002 to 2008, where he served on the assessment, communications, and grievance committees. He was also a board member of the Oklahoma Health Insurance High Risk Pool from 1999 to 2008.  Steve served as chairman of the board of directors, and chaired the Oklahoma pool's grievance, case and disease management, and finance committees.

A member of the Illinois and Oklahoma bar associations, he is licensed to practice before a number of federal courts as well as all military courts.  As a judge advocate in the United States Army Reserve, he practices international law and military criminal law.  He holds the rank of major.
