  • On May 1-3, 2005, Kirk Petersen attended The National School on Market Regulation in San Antonio, Texas presented by the Insurance Regulatory Examiners Society (IRES).  The IRES Foundation supports insurance educational opportunities in insurance regulation.  IRES is the official sponsor of the NAIC-recognized Accredited Insurance Examiner (AIE) and Certified Insurance Examiner (CIE) designations.

    state lobbying at the State Government Relations Forum of the American Financial Services

    Insurance Commissioner-Elect Karen Weldin Stewart Announces Transition Team

    Wilmington, DE December 3, 2008 -- Insurance Commissioner-Elect Karen Weldin Stewart announced her Transition Team today. The Commissioner-Elect said, “During the past eight years while campaigning to be Delaware’s Insurance Commissioner, I saw first hand, day in and day out, people in distress, whether it be financial, physical, familial and/or psychological. Many needed a helping hand in finding relief and assistance. I myself have, on several occasions, been one of those people who felt mine and their pain along with the fear that not having health insurance could lead to complete ruin.”

    Weldin Stewart continued, “It was gratifying to win the election and by such a substantial margin. But now the real task lay ahead, winning the incumbency i.e., fulfilling the expectations and justifying the confidence that the people of our state have shown in me, particularly those people in distress who continue to send me letters and e-mails asking for help. We won’t let them down and are determined to succeed.”

    The Commissioner-Elect pointed out that she wanted to reengineer the Insurance Department into a consumer driven, policy holder driven organization while at the same time working to insure the uninsured and attracting the many components of the global insurance industry to domicile in Delaware, a state tailor made for the industry to prosper.

    Weldin Stewart said, “The insurance industry is not, as some would have it, the adversary of the consumer. On the contrary, with diligent regulation and enforcement, the industry can and will be an important safety net for our citizens. It is with all of this in mind that we set out to put together our transition team, a group of distinguished and accomplished men and women from Delaware and beyond that represents bi-partisanship at its most essential and professionalism at its finest.     Professor Fariborz Fatemi Retired from the Senate Foreign Relations Committee after a 22 year career in the United States Congress that included serving as the Chief of Staff of two House members and United States Senator and Vice President-Elect Joe Biden

    Hon. Thomas P. Gordon A graduate of the F.B.I. National Academy who trained at the Senior Management Institute for Police at Harvard University, Tom Gordon is a distinguished former Chief of the New Castle County Police where he transformed the Department into a nationally recognized model. Elected New Castle County Executive in 1997, Tom Gordon served 8 years as County Executive where New Castle County went from a projected deficit to a surplus in excess of over $185,000,000. As a result of this fiscal achievement implemented during Tom Gordon's administration, the County received its first ever AAA Bond rating. Only 21 out of 3,034 counties, were awarded this coveted rating. Of those 21 counties New Castle County had the lowest tax rate with the largest surplus per capita

    Mr. Donald L. Gouge, Jr. A former Assistant City Solicitor of Wilmington, Don Gouge was admitted to practice in front of the United States Supreme Court in 2000. In private practice since 1989, Mr. Gouge’s areas of practice include Insurance Defense, Real Estate litigation etc.

    Ms. Stephanie Hansen An environmental scientist, hydrologist, writer and lecturer, Ms. Hansen is currently an attorney with the firm of Young, Conaway, Stargatt & Taylor. Ms. Hansen is a member of the American Bar Association and the Delaware Bar Association where she serves as Chair of the Environmental Section. A former director on the Delaware Solid Waste Authority, Ms. Hansen served as President of the New Castle County Council where she helped draft the New Castle County land use code.

    Michael Houghton, Esq. Mr. Houghton is a partner with the firm of Morris, Nichols, Arsht & Tunnell LL.P. A member of the American Bar Association and the Delaware Bar Association, Mr. Houghton practices administrative, banking, commercial and insurance law etc. Mr. Houghton served on the Task Force which drafted a comprehensive revision of Delaware’s Captive Insurance Statute. He has also served as the Chair of the Legislative Committee of the National Conference of Commissioners on Uniform State Laws.

    Ms. Jo Ann Howard Currently the President of Jo Ann Howard & Associates, P.C. Ms. Howard, an attorney by training, served as the Federal Insurance Administrator of the Federal Emergency Management Agency (FEMA) after being confirmed by the United States Senate. In this capacity Ms. Howard managed $523 billion of Flood insurance in force in the National Flood Insurance Program. NFIP is the largest monoline insurance carrier in the United States. As Chief Insurance Regulator for the State of Texas, Ms. Howard was responsible for a state agency with over 1500 employees who oversaw all lines of insurance written in one of the largest states in the nation.

    Mr. Steve Kinion Steve Kinion is an attorney who focuses on insurance regulatory matters. He started his career with the Oklahoma Insurance Department. After four years as a regulator he moved on to legislative matters and then into private law practice. An expert on health insurance, Mr. Kinion serves on many insurance related organizations including serving as Chairman of the American Bar Association’s Insurance Regulation Committee. On June 7 and 8, 2004, Steve Kinion served as a member of the Advisory Committee for the 1st Annual Integrated Healthcare Leadership Summit: Co-Morbid & Chronic Illness held in Washington, D.C. Steve Kinion has been elected to a three-year term on the Board of Directors of the National Association of State Comprehensive Health Insurance Plans (NASCHIP). While attending the NASCHIP annual meeting in Washington, DC on October 8-10, 2003, Steve was featured as a speaker during the Legal Issues for State High Risk Pools session and he participated in the Advanced Care and Disease Management Task Force panel discussion. On October 25, 2004, Steve Kinion was elected to his fourth one-year term as Chairman of the Board of Directors of the Oklahoma Health Insurance High Risk Pool, Inc. Steve has served as Chairman since May 2001.

    Hon. Harris B. McDowell, III A Delaware State senator, Harris McDowell is Chair of the Delaware Sustainable Energy Utility Oversight Board, a board member and founder of the National Coalition of Environmental Legislators, founder of the Legislators Clean Air Policy Committee, Co-Chair of the International Council of Delaware and former Senate Majority Leader and Senate Majority Whip. Senator McDowell’s public career has been devoted to the promotion of sustainable energy, including renewable energy, energy conservation and energy efficiency. In 2007, he was honored by the National Energy Marketers Association for his leadership in the field of renewable energy. Aside from energy, Senator McDowell has been tireless in his work on behalf of children, youth and family issues.

    Mr. Martin Minkowitz Martin Minkowitz concentrates on insurance regulatory and litigation matters and on worker’s compensation law, in which he is a nationally recognized author and expert. He was the Deputy Superintendant and General Counsel to the New York State Insurance Department. Mr. Minkowitz has also served on the New York State’s Worker’s Compensation Board. An adjunct professor at the New York Law School, Mr. Minkowitz lectures frequently on insurance regulatory topics.

    Ms. Catherine S. Mulholland Ms. Mulholland was among the first 25 women to be admitted to the Delaware Bar and the first woman County Attorney of New Castle County. She served as Deputy Attorney General and was later a Deputy Insurance Commissioner as well as Director of the Bureau of Examination, Rehabilitation and Guaranty. Ms. Mulholland served as General Counsel to Citibank Insurance Group and as a Vice President to MBNA prior to its acquisition by the Bank of America.

    Mr. Stephen Phillips A Certified Public Accountant in Washington, DC and the Commonwealth of Pennsylvania, Mr. Phillips is currently auditor of two state Life and Health Insurance Guaranty Associations. He is a Consultant to the Pennsylvania Insurance Department Bureau of Liquidations and Rehabilitations for federal income tax and other matters for twenty-nine companies in liquidation. Mr. Phillips is the author of the Tax Section of the NAIC’s Receivers and Liquidators Handbook. An accredited Insurance Receiver, Mr. Phillips has been an auditor, consultant and/or a deputy receiver for several insurance company insolvencies.

    Dr. Jerry “Doc” Semper An attorney as well as a Professor of Criminal Justice, Dr. Jerry “Doc” Semper is a twice decorated New York City Police Officer, a former acting Assistant US Attorney, a Federal EEO Investigator, a published author and a former member of the White House Ceremonial Honor Guard. Dr. Semper is now the head of Semper Associates Coaching Academy bringing his long history and experience to bear as a Team Development Coach with corporate entities, educators, government employees, law enforcement organizations, community groups, youth etc. Dr. Semper is a Vietnam era veteran of the US Navy.

    Hon. Robert M. Willis, Esquire The former District of Columbia Insurance Commissioner, Mr. Willis now specializes in the practice of insurance law and regulation and insurance management. He is the President and owner of McCarran Ferguson Captive Management Company, Inc. and also serves as the Executive Director of the District of Columbia Life and Health Insurance Guaranty Association. Mr. Willis was selected to serve with a special delegation on Insurance Commissioners advising the White House of the potential impacts of proposed health care reforms on the state regulation of insurance.

    Ms. Theresa V. Zlotnik Ms. Zlotnik is the President and Chief Executive Officer of Reinsurance Solutions (RSL). With over 30 years of experience in the insurance industry, Ms. Zlotnik is recognized as a turnaround specialist as well as an entrepreneur, responsible for launching many new products and ventures. She was instrumental in the creation of Reinsurance Solutions as a joint venture between CIGNA Property and Casualty and Sedgwick Re. Ms Zlotnik has served as President since 1995 when RSL was formed to provide administrative technology and consulting services to the global reinsurance marketplace. She was appointed Managing Director, Guy Carpenter & Company, LLC when RSL became a wholly owned subsidiary of Guy Carpenter in 2002 and is a member of the RSL Board of Managers.

  • In June 2005, Steve Kinion was appointed by the Board of the Springfield Chamber of Commerce as the first Chairman of the newly-formed Government Relations Council. Chairman Kinion indicated that "One important role of the GRC will be to constantly communicate the Chamber's mission to help maintain a healthy business climate and the related impact on our community's ability to compete for new economic development opportunities." The GRC will replace the Chamber's existing Government Action Network.

  • On December 5, 2004, The Board of Directors of the Federation of Regulatory Counsel, Inc.
    unanimously voted to make Steve Kinion a member of The FORC.

  • On September 13, 2004, Steve Kinion acted as moderator during a presentation by Virginia
    Bureau of Insurance Deputy Commissioner Doug Stolte, and Virginia Bureau of Insurance
    Chief Examiner David H. Smith entitled "Sarbanes-Oxley:  The NAIC's Initiatives."

  • On June 7 and 8, 2004, Steve Kinion served as a member of the Advisory Committee for the 1st Annual Integrated Healthcare Leadership Summit: Co-Morbid & Chronic Illness held in Washington, D.C.

  • Steve Kinion participated in a panel discussion titled, "Issues and Trends of
    Comprehensive Health Insurance for High Risk Individuals: Leading a New Direction in a
    $840 Million Market" on September 20, 2003 at the Medical Case Management Convention in
    Tampa, Florida.  Steve is the chairman of the board of directors of the Oklahoma Health
    Insurance High Risk Pool and also serves as a member of the board of directors of the
    Illinois Comprehensive Health Insurance Program.

  • On September 15, 2003, Steve Kinion acted as moderator during a presentation by
    Arkansas Insurance Commissioner and NAIC President Mike Pickens entitled "ASSURE:
    The Alliance for Sound State Uniform Regulatory Efficiency" presented by the American Bar
    Association's Insurance Regulation Committee in conjunction with the fall meeting of the
    National Association of Insurance Commissioners in Chicago, Illinois.  ASSURE is a national
    state-based coalition designed to bring community leaders, legislators, industry leaders and
    regulators together for the purpose of educating members of Congress on the benefits and
    advantages of state insurance regulation.
